Improved Fire and Rescue support
in the Garrisonville District by improving response times from the worst
to the best in the county in just
three years;

Added 53 full time fire
fighters and rescue workers and 13 Sheriffs Deputies;

Created the temporary fire
station on Shelton Shop Rd. adjacent to North Stafford High School which
will become the permanent Station 14 in 2010;
-
Added 50% more athletic
fields to our park system;
-
Increased school funding
despite the economic downturn. In the last 2 years Mark voted and spoke on
the record against the final budget because it didn’t contain adequate
funding for teacher pay raises;

Streamlined county government
that produced efficiencies and reduced personnel costs;
-
Negotiated a total re-write
of the Residential Traffic Management Plan with VDOT which resulted in
installing new stop signs at the intersections of Whitson Ridge Dr.
and Field Stone Ct., Old Mineral Rd. and Settler’s Way and other
intersections throughout Stafford;

Lead the winning effort to
bury the Dominion Virginia Power transmission lines on the southern
border of the district;

Installed a
4-way stop at Eustace Rd. and Northampton Blvd;
-
Installed
Traffic lights in front of North Stafford High School on Rt. 610, and at
the intersections of Courthouse Rd. and Shelton Shop Rd, and Highpointe
Blvd. and Mine Rd.;

Permanently preserved
more than 6,000 acres of rural land from development, including the
Crow’s Nest peninsula;

As the economy recovers, Mark already has an executable
plan for an aggressive road improvement program as a result of the
passage of the Transportation Bond Referendum;
-
Worked successfully as the
Chairman of the George Washington Regional Commission and the Fredericksburg
Area Metropolitan Planning Organization to secure state and federal
funding for Stafford road projects including the new State Route 630
interchange, 1,050 new commuter parking spaces along Rt. 610, and the
Falmouth interchange;

Voted to keep taxes low.
I voted against the $.14 property tax increase in 2006 and the personal
property tax increase in 2009 – both were excessive;

Voted against the 25% pay
increase for board members passed by the board majority. Mark has even returned
his increase by making generous donations to the district schools’ PTO’s;

Completed a new hospital
in North Stafford;

Completed
the Rt. 610 road widening project;
-
Passed the first county
ordinances limiting the number of non-related people who can reside in a
household;
-
Created a new zoning
ordinance that facilitated the re-development of the new Aquia Town Center—that after several delays—will start construction in January, 2010;

Successfully pushed for the
accelerated construction of the new reservoir that will reduce the
impact of future droughts;

Improved the
planning process for major capitol projects by implementing better business
practices and modern modeling techniques;
